HOPWA funding provides housing assistance and related supportive services and grantees are encouraged to develop community-wide strategies and form partnerships with area nonprofit organizations.HOPWA funds may be used for a wide range of housing, social services, program planning, and development costs. These include, but are not limited to, the acquisition, rehabilitation, or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness. HOPWA funds also may be used for health care and mental health services, chemical dependency treatment, nutritional services, case management, assistance with daily living, and other supportive services.

Transitioning from a homeless shelter or a social service agency can be difficult and confusing.  Compound this with HIV and it can become daunting.  RAIN provides one-time assistance with rent/ utility deposits and first month's rent to get persons living with HIV transitioned into normal life.  

Requirements to qualify include:

• Verification of HIV+ status
• Three forms of identification (photo ID, Social Security card, any other ID)
• Household Income Verification - Clients must have a source of income that is less than 200% of the federal poverty guidelines
• Verification of institutionalization for at least 30 days
• Referral from a social service agency or shelter

Since 2005, RAIN has maintained the Bungalows, a 7-unit transitional housing program for people who are homeless and HIV+. Clients can stay there for up to two years. During that time, residents work with staff to reach their the goals set out by their case manager. These goals can include: employment, social security, food stamps, getting a GED, and staying in medical service to manage HIV health. Life skills and community service are also a part of life at the Bungalows. While staying there, clients must remain drug-free and adhere to rules and guidelines (keeping their room clean, helping throughout the house, etc.).

In June 2011, OU’s Big Event took on the project of renovating/ repairing the Bungalows. The group landscaped, painted, and repaired inside and out.

• Documentation of homelessness (letter from a shelter, referring Case Manager, discharge from an institution)
• Verification of HIV+ status
• Income verification
• Three forms of identification (photo ID, Social Security card, any other ID)

RAIN assists clients if they are having difficulty paying rent or utility bills.  Clients may receive up to five months of rental, utility, or mortgage payments in a 12-month period.  They are eligible to apply again 12 months from the last time assistance was provided.

Requirements to qualify include:

• Verification of HIV+ status
• Household Income Verification - Clients must have a source of income that is less than 200% of the federal poverty guidelines
• Existing lease listing all adult members of household
• Signed W9 form with Taxpayer's ID number of Social Security number must be provided for rental assistance
• Notice of non-payment of rent, utility cut-off notice, or foreclosure notice

RAIN provides rental assistance to those who qualify.  

Requirements include:

• Verification of HIV+ status
• Existing lease listing all adult members of household
• Signed W9 form with Taxpayer's ID number or Social Security number has to be completed before any rental will be provided
• Housing inspection has to be done and property has to pass before any rental assistance will be provided
• Household Income Verification - income must be less than 200% of federal poverty guidelines
